Im guessing Dalshim and Street fighter 2.

Super Mario All-Stars? In Super Mario Bros and Lost Levels, Mario uses attacks involving his legs and arms. He hits blocks and bricks with his head, right??? And he jumps on a flag post.

So here’s my wild, stab in the dark, clutching at straws, complete and utter guess. 
Could it be possible you a referencing the ‘Thin Clowns’ that roam the streets and terrorize the women & children before attacking you in Batman Returns? So yeah, with little confidence that its actually right i’ll guess Batman Returns.
