We all know the SNES had amazing third party support, but there were still a few notable emissions.
I would have loved to see a Toaplan shmup on the SNES. Toaplan made a ton of shooters for the Genesis (Fire Shark, Truxton, Zero Wing, Twin Hawk, etc.) and even for the NES but were sadly absent from the SNES scene.
Another developer I would have loved to see take a crack at a SNES game is Treasure. In a way, we did get a couple Treasure games on the SNES. Those would of course be Castlevania IV and Contra 3, though I would have loved to experience an original Treasure game with their signature, quirk charm.
Another fantastic developer missing from the SNES is GameArts; makers of the Lunar and Grandia games. They made quite a few excellent Sega CD RPGs and even a few Genesis games (Alissa Dragoon being the best). These guys knew how to make an RPG and I’m sure they could have worked wonders on the SNES.
Have I missed any notable third party developers who didn’t get a chance to work on the SNES?

Well I don’t know. Even with the absence of the developers you’ve stated, the Super Nintendo had a fine library. Don’t forget the terrific library of Super Famicom games that have tremendous RPGs and shooters.
With all of that, I don’t miss any developers that didn’t make a Super NES game. What do others think?
