Well with that 2nd hint, two possibilities popped into my head; Mighty Max and Goof Troop. The third cemented it because I have the Goof Troop theme memorized!

Err jeez I don’t have a scooby-doo about this one. Sounds like an RPG with all those names and the place so I’ll just go randomly for…. Tecmo Secret of the Stars, never played it but there’s my guess.
